In the Academy of Public Administration under the President of the Republic of Uzbekistan (APA) a webinar-lecture of Professor Ushiro Fusao from Nagoya University (Japan) on “Local government system and decentralization in Japan” was organized for the APA students. Key distinctive feature of this webinar-lecture was that the APA delegation headed by Davron Bekchanov, Associate Professor of the "Management of Civil Society Institutions" Department has participated from Nagoya University directly, which is currently taking part in the Study tour program in Japan. The APA delegation assisted in more extensive study approach to the Japanese experience through facilitation in mutual communication between APA students and Professor Ushiro.
Webinar-lecture touched upon such actual issues as local government system in Japan, country’s experience in decentralization of public administration system, strength and weak points of reforms in this field. Professor Ushiro discussed on the history of formation and development of the local government system in Japan, in particular, the main functions of the local government, its financial authorities, role of the central government in coordination of local authorities work, as well as the relationship between the local government and the Assembly of local deputies.
Within the framework of organized Study tour program to Japan that will continue until 18 April, it is planned to thoroughly study the experience of the local government system reforms in Japan by visiting the Tokoname Chamber of Commerce and Industry, the Aichi prefectural Assembly, the Government Offices of Nagoya City, Aichi and Mie Prefectures, the “Knowledge Hub Aichi”, etc. This Study tour is organized within the APA-UNDP joint project on “Support to the civil service training in Uzbekistan” and in cooperation with the University of Nagoya.
