On May 20, the Chairman of the Steering Committee of the Astana Civil Service Hub Mr. Alikhan Baimenov delivered an online lecture to the students of the Academy on contemporary challenges of public administration.
At the beginning of his speech, Mr. Baimenov noted that as a consequence of the worsening crisis, public administration in many countries is under big pressure. Civil servants and managers face unprecedented challenges, they have to make decisions in conditions of volatility, high unpredictability, and increased expectations of citizens. All this impose increased requirements on civil servants.
According to Mr. Baimenov, the pandemic once again showed that such concepts as “trust” and “respect” are not only a social value, but also an important capital of government. The speaker believes that a key element is the balance of authority, responsibility and resources. At the same time, it is important for state authorities to observe the principle of legitimacy, transparency, and accountability in expedited decision-making and delivering public services to the public.
In his speech, Mr. Baimenov also touched upon the issue of fundamentally new competencies of civil servants necessary for the effective implementation of subsequent anti-crisis measures and mitigation of the consequences of the new epidemiological crisis caused by the COVID-19 pandemic. So, leadership, communication, flexibility, adaptability, strategic thinking and being agile are the competencies that today’s successful leader needs.
Emphasizing the importance of the constant exchange of best practices and experience during the global coronavirus crisis, the speaker noted that, on the initiative of the Astana hub, a Virtual Alliance of Practitioners was launched, combining scientific and innovative solutions from participating countries and partners to combat COVID-19 and prevent its consequences.
At the end of the lecture, the speaker answered to the questions and expressed appreciation to the participants for being active.
